Institutional implications and delivery mechanisms: the case of South Africa

Skills development had been identified as a national priority in South Africa. The National Skills Development Strategy (NSDS) and the Human Resource Development Strategy (HRDS) are the strategic framework that is aimed at driving the development of education and training in South Africa. The South African Qualifications Authority (SAQA) has been created to implement the National Qualifications Framework (NQF). Sector and Education Training Authorities (SETAs) have also been established. SETAs are organisations responsible for the facilitation and coordination of training in demarcated economic sectors. However, this structured system does not cater for the needs of the illiterate and disadvantaged. A research project is currently underway to determine the informal sector skill requirements and to develop suitable general and sector specific courses that can be incorporated into an extended SAQA pathway.
