In this paper the author, acknowledging the problems of a small country with a huge population, looks at the possibilities for education and training, both in the formal sector (which is proportionately small) and the informal sector. The paper then reviews the creation and activities of the Centre for Mass Education in Science (CMES), founded by the author in 1978, which has attempted to address the problems which have been impeding a meaningful education and successful educational-skill linkages for a vast number of young people who are disadvantaged in various ways. The paper concludes by offering implications for the future, including a nation-wide replication of CMES-type institutions, with sustainability built on cost sharing between the community, local and national governments and development partners.
