This paper offers a brief overview of issues around the financing of skills development. The author suggests that the issue is focused on two key questions: (1) Who pays for skills development? and (2) What mechanisms work best to finance skills development particularly as regards the spending of public money? The paper briefly addresses these questions. The paper concludes that despite various good practices and accumulated experience in different countries, there are issues that remain unresolved. These issues include: (1) how training and skills development for disadvantaged groups is to be financed if public resources are scarce; (2) to what extent experience with financing principles and mechanisms can be applied to the informal sector; and (3) to what extent training funds can become sustainable in low-income countries.
