This paper looks at two vocational training programs at present in Ecuador. The first is the Ecuadorian Professional Training Service (SECAP) which was established under a tripartite arrangement with representatives from the public sector, the labour force and from enterprise sectors at the top level. The second program is that of the Swiss Foundation for Technical Development, known as Swisscontact (SC), which in an alliance with the Ecuadorian Ministry of Labour and Human Resources and the Chamber of Industrials of Pichincha, supports the implementation of the dual vocational training programs demanded by business organisations. The paper concludes with the observation that, while vocational training is a critical area for Latin American development, it is quite disregarded in policy formation.
