In this paper the current status of the labour market in Kyrgyzstan is described and the educational level of the population is given. It is suggested that the formal training system is not meeting the needs of the labour market and training for the informal sector is non-existent. An institutional framework and a delivery mechanism are suggested for training in the informal sector.
