Skills development: some policy issues in the informal sector

In this paper the author presents some concerns about skill development in the informal sector which present particular challenges when constructing technical training policy. It is suggested that the focus should be on a skill development strategy which offers programs that link individual daily work activities to strategic economic activities and articulate them with support mechanisms.
