This paper, presented at the Conference on Lifelong Learning organised by the European Trade Union Confederation, describes the current developments in lifelong learning in the following European countries: Austria; Germany; Britain; Sweden; Netherlands; France; Belgium; Italy; Norway; Portugal; Finland; and Denmark. The focus is on continuous vocational training for adults in relation to financial, time and organisational resources needed for gaining to lifelong learning in these countries. The contents are: Introduction; A comparative view: trends in Europe; Individual learning accounts; Access to further training and the development of a learning culture; Lifelong learning at company level.
