India's National Policy on Education (1986) emphasises quality improvement in education at all levels and the major thrust of the 1990 World Bank-assisted project, 'Strengthening Technician Education' was quality improvement in technician education and training (TET). The Quality Circle (QC) project, initiated in 1993, was a quality improvement approach implemented in 28 polytechnics located in 14 states across India. This paper describes the QC project.
