Language, literacy and numeracy in national training packages

Between July and November 1999, a series of collaborative research projects were conducted by each of the six state centres (Western Australia, New South Wales, Victoria, Tasmania, South Australia and Queensland) of the Adult Literacy and Numeracy Australian Research Consortium (ALNARC) to investigate the impact of incorporating English language, literacy and numeracy competencies into the competency standards of training packages on language, literacy and numeracy skills training and assessment in the vocational education and training (VET) sector. This draft report describes the Western Australian (WA) project and is based on case studies of three registered training organisations (RTOs) in the areas of aged care and hospitality that use training packages. Issues explored include: whether the inclusion of language, literacy and numeracy competencies into industry competency standards have made them invisible; whether staff are able to identify the language, literacy and numeracy requirements in standards; the change (if any) in the relationship between communication teachers and trade skills teachers as a result of the use of training packages; whether the staff are able to identify the language, literacy and numeracy requirements in the standards; whether a comparison of what is happening in the new system with what used to happen under the old system can be made; whether the training package model has provided greater opportunities for contextualised literacy.
