Cambodia: education sector strategy study

In 1994, the Government of Cambodia and the Asian Development Bank undertook a comprehensive policy and strategic review of the education sector. The purpose of this review was to analyse past experiences and ongoing education and training programs, and to assist the Government in planning effective education and training policies, strategies and financing mechanisms for the period 1994-2000 and beyond. An interim policy and strategic framework developed through government-consultancy team discussions is included in the report. The executive summary provides a synthesis of the main issues and selected areas for action. The main report then examines the overall policy context and strategic considerations, appraises existing management and financing structures, and proposes strategies for improvement. The report also provides an analysis of current strengths and weaknesses of the primary, secondary and other educational sub-sectors and outlines alternative strategies for raising education standards, achieving selective and equitable expansion of access, and the more effective use of resources.
