Modularisation and in-plant training are two central features of the on-the-job training concepts for youths that were developed in a series of pilot projects conducted by BIBB (Bundesinstitut fur Berufsbildung = Federal Institute for Vocational Training). The findings show that enterprises need first to be convinced of the value of providing training for unskilled and semiskilled workers. The report at hand, which is based on a workshop organised by the BFZ (Berufliche Fortbildungszentren der Bayerischen Wirtschaft = Vocational Training Centres of Bavarian Industry), as the sponsors of the pilot project 'On-the-job training for unskilled and semi-skilled workers', addresses the potential, limits and future prospects of on-the-job training for unskilled and semiskilled workers. Modular and in-plant approaches offer the best prospects for integrating unskilled and semiskilled workers into modern personnel development strategies and it appears equally clear that such strategies are best pursued in close cooperation between training institutions and enterprises.
