The authors summarise the debate on quality assurance in continuing vocational training programs promoted since the Work Promotion Act (AFG) and the third book of the Social Security Code (SGB III). Since the early 1970s, BIBB (Bundesinstitut fur Berufsbildung = Federal Institute for Vocational Training) has played an important role in this debate; the Federal Employment Service (BA) has been responsible for deciding - according to the situation and need for action - which of the recommendations are to be implemented. Chapter one is dedicated to quality assurance in the area of continuing vocational training promoted by the BA; chapter two presents process-oriented approaches to quality assurance; chapter 3 focuses on concepts developed in 1994 by BIBB for quality assurance in AFG-sponsored continuing vocational training; chapter four provides information of the BA's catalogue of requirements, which went into effect in 1997; and chapter five addresses SGB III and its possible impact on quality assurance.
