Misfit and match: the frontline management initiative in the community services and health industry

This paper reports on a project to investigate the application of frontline management training in the community services and health industry in Victoria. The concepts of 'match' and 'fit' are central to the research and the research focuses on five objectives: (1) What is the relationship between the frontline management initiative (FMI) and the findings of the Karpin report (TD/TNC 43.53)? How do the FMI and Karpin recommendations relate to management theory in this area particularly with regard to the special features of the community services and health industry? (2) How much does frontline management training need to be contextualised and how does this affect its value as a generic qualification? (3) How has the FMI developed in the community services and health industry and against what background of existing training for frontline managers? (4) How widely has frontline management training been taken up in the community services and health industry, where and how? (5) How can the skills, performance and productivity of frontline managers be improved overall, in specific workplaces and for specific client groups? The paper uses interviews to look at user and provider perspectives.
