This paper offers an analysis of the conditions and factors that prevent young people in Victoria from taking up apprenticeships or traineeships on exiting secondary schools. Data detailing a range of conditions are presented including: a brief description of apprenticeships and traineeships; labour market statistics; comment on the attitudes of parents, teachers and students; adequacy of teacher training; the bias towards higher education of the secondary education system and curriculum; and the need within the secondary system for acknowledgment and reward for students who possess skills not based on traditional academic abilities. The data are based on an analysis of theoretical research, field observation and case studies.
