This recommendation, adopted by the General Conference of the United Nations Educational, Scientific and Cultural Organisation (UNESCO) at its eighteenth session held in Paris in 1974, applies to all forms and aspects of education which are technical and vocational in nature provided either in educational institutions or under their authority, directly by public authorities, or through other forms of organised education either public or private. Technical and vocational education (TVET) is defined for the purposes of this recommendation which should be understood as setting forth general principles, goals and guidelines to be applied by each individual country according to its needs and resources.
