Utilizing education and human resource sector analyses

Sector analyses are increasingly being used by aid donors as a first step in the definition and design of projects in developing countries. These analyses, initiated outside the countries themselves, often appear to have no relevance beyond the definition of projects to national planners. In this document, the author attempts to redress this situation by demonstrating how the process and product of sector analyses can be used to encourage national dialogue on educational policy and practice, to assist the improvement of the education management information system, and to promote strategic planning.
