Mauritius is a small, independent island state with a society characterised by a wide diversity of cultures, religions and languages. The education system has come under the influence of the British education system with free technical education provided by one polytechnic and one non-engineering polytechnic. In 1991, the Master Plan for Education was developed after national consultations. It provides a short-, medium- and long-term strategy for educational development. In this study, the author, who was chiefly responsible for the design of the Master Plan, explains the rationale of the Master Plan and how it was designed. Issues covered include: the process by which different social groups were involved in the design of the Plan; how national consensus was developed and the role of international agencies; the structures established for the mobilisation and allocation of resources, and the implementation, monitoring and evaluation of the Plan's achievements; difficulties encountered, how they were overcome, and lessons drawn from the experience.
