This concept paper looks at four propositions: (i) further education and training (FET) is key to human resource development and job creation in South Africa; (ii) the current FET system is in urgent need of reform; (iii) the private sector can make a significant impact on the reform of FET by focusing on the development of FET colleges; and (iv) private sector interventions should focus on improving the responsiveness of FET colleges to the needs of clients and stakeholders. The paper outlines ways in which the FET system, in particular the FET college system can be made more responsive, offering the elements of a FET college initiative, discussing a comparative study of colleges to be carried out in Gauteng province and suggesting pilot projects which could be undertaken.
