In 1999, the UNESCO Institute for Education (UIE) organised a seminar, 'Monitoring and evaluation of adult education from a gender perspective', in an attempt to bring together the elements of adult education, gender, and monitoring and evaluation which have all undergone change in their concepts and definitions in the last 10 years. This book presents the discussion of these inter-relationships which took place during the seminar. The first paper presents a conceptual framework for the monitoring and evaluation of women's adult education programs. The rest of the papers are organised into three sections: (1) Practices in monitoring and evaluating literacy; (2) Going beyond quantitative measures; (3) Monitoring international commitments. The first section looks at the range of monitoring and evaluation practices in literacy; the second section provides examples of practices beyond literacy and discusses various qualitative measures; and the final section looks at governments' international commitments and examines the extent to which they are able to fulfil these promises.
