Speaking truth to power: research and policy on lifelong learning

The Economic and Social Research Council's (ESRC's) Learning Society Programme comprised 14 projects involving research into the learning society and the ways in which it can contribute to the development of knowledge and skills for employment and in other areas of adult life. In this collection of articles, the authors discuss the implications of their findings for policy and make recommendations for those interested in improving the quality of learning at work. Results are also presented from a major new survey of the skills of the British workforce. The impact of research on policy

This article reports on research carried out under the Economic and Social Research Council's (ESRC's) Learning Society Programme. The program comprised 14 projects involving research into the learning society and the ways in which it can contribute to the development of knowledge and skills for employment and in other areas of adult life. In this article, the author provides an overview of the impact of research on policy formation in the United Kingdom (UK) and argues that over the last three decades, educational policies have not conformed to a knowledge-based model. The article begins with a discussion of the successes and failures of research in making a contribution to major policy developments and the problems associated with using research in policy decision-making. The author then explores the characteristics of policy making as a 'receptor' of research and other forms of knowledge and discusses some of the barriers to the application of research in policy making and the institutional requirements for the effective interaction between research and policy making. In conclusion, some elements of a model for successfully relating policy and research are noted.
