ITF review of 21st century skills

'21st century skills: building skills for jobs and growth', the Government training policy developed in 1999, aimed to enhance New Zealand's economic performance and future prosperity by developing effective pathways for workers to gain higher qualifications and increased skills. This employment and skills strategy provided the basis for government policy reform in this area and included: the Modern Apprentice Programme (MAP); the Gateway program to provide a range of workplace experiences designed to link school and the workplace; the retention of the New Zealand Qualifications Authority (NZQA) as the agency responsible for the National Qualifications Framework (NQF); and plans to reduce the number of Industry Training Organisations (ITOs) over three years. This Industry Training Federation of New Zealand (ITF) review set out to measure the extent to which the policy would improve industry-based training. The review surveyed the Chief Executive Officers of Industry Training Organisations (ITOs) on their reactions to aspects of the policy and their opinions as to whether the policy would be effective. The results indicated that ITOs were generally in favour with the overall direction of the training policy, viewing it as evolutionary and collaborative. The NZQA was strongly endorsed as the agency responsible for the NQF. However, there were two aspects of the policy that ITOs considered would have a negative effect on industry-based training. These were the reduction in the number of ITOs and minimum wage negotiation on behalf of apprentices by the ITOs. Both policies would significantly alter the current framework and role of the ITOs.
