Foreign language skills and intercultural competence are the basis for success when the issue is the opportunities opened up by globalisation. They are core skills, which - along with [information technology] IT skills - are essential for success in the 21st century. The author considers the effectiveness of foreign language instruction at general education schools in Germany as compared to other European countries. She also examines foreign language offerings at vocational schools and the approaches used by business and industry in promoting foreign languages in vocational training and continuous vocational training programs. The report concludes with recommendations for improving foreign language learning in the context of general education schools, vocational schools, universities, continuing training and society at large.
