This paper describes research to increase the participation and outcomes for under-represented groups in vocational education and training (VET) and employment. This research is managed by the Access and Equity Unit, Division of Training, Department of Employment, Training and Industrial Relations (DETIR) in Queensland. It has moved increasingly towards a community development approach, providing small communities with funds and support to enable them to identify their own needs and to propose their own solutions. The paper asks how equity in VET should be understood and looks at the limits and strengths of current VET policy and the role of future research.
