- The impact of overeducating on the Korean labour market

The Korean economy has experienced rapid changes in its industrial structure requiring workers to have a higher level of education in order to sustain economic growth. At the same time, the education policies of the 1980s have created a surplus of university and college graduates. These two factors have led to the problem of an overeducated labour market in Korea. This study analyses the status of overeducation and job mismatching and offers policy suggestions based on the findings.

- New directions for the improvement of specialized high schools

The purpose of this study was to develop policy guidelines for establishing a new type of school within the Korean education system. The new type of high school was proposed by the Presidential Committee for Educational Reform in February 1996 based on the belief that the existing educational emphasis on college preparation does not improve students’ aptitudes towards their career goals. The distinctive features of these specialised high schools are: (1) courses are offered which develop the professional potentials based on student aptitude, interests and talents; (2) experiential learning is provided through school-to-work relationships; (3)autonomy to allow school-based management of the curriculum, course operation, and flexible scheduling; (4) innovative curriculum to allow various teaching and learning styles; (5) students and parents have the right to choose the school they enrol in; (6) smaller classes and operation of study groups to enhance teacher-student relationships; and (7) better opportunities for college education as well as greater opportunities for employment can be provided for students.

In 1998, the Korean government implemented an evaluation system for vocational training to enhance the quality of training and to provide the basis for policy making in vocational training.
