This digest, published each month except July and August, provides summaries of recent information pertaining to vocational education and training issues in the United Kingdom and Europe. The feature articles are: Statutory paid educational leave / John Twining; APL in Europe / Christine Ward. The first article looks at some of the issues raised by the Campaign for Statutory Paid Educational Leave (PEL) which was launched in May 2001. These issues are: (1) how valid is it to use qualifications to measure the training needs? (2) how much PEL is appropriate? (3) what is the likely cost? (4) will statutory PEL provide the benefits to employers? (5) has statutory PEL become obsolete before it comes into existence? (6) what are some of the unintended consequences of PEL? The second feature article, 'APL in Europe', summarises some of the points raised in the CEDEFOP publication 'Making learning visible: identification, assessment and recognition of non-formal learning in Europe' (indexed at TD/IRD 88.399).
