This publication was prepared jointly by Statistics Canada and the Council of Ministers of Education, Canada (CMEC), in collaboration with the departments and ministries of the provinces and territories with responsibility for education and training. The Pan-Canadian Education Indicators Program (PCEIP) was created by Statistics Canada and CMEC to develop a set of statistical measures that would provide information on education systems in Canada to inform policy formation and evaluate the performance of Canada’s education systems. The PCEIP indicator set was developed around a model of education systems that embraces the context of education, the characteristics and features of education systems, and the outcomes they produce. The indicators are grouped into four chapters: the context of education; characteristics and features of the education system including finances, educators, and the use of information and communication technologies in schools; education outcomes, including the results of pan-Canadian and international achievement and assessment tests, and graduation rates at secondary and postsecondary levels; and labour market outcomes for those with different levels of education and focusing on the transition of recent postsecondary graduates from education to work.
