In August 2000, the Further Education Funding Council (FEFC) created the Demand-side Group to investigate how the skill needs of employers and learners in the United Kingdom (UK) could be incorporated by the Learning and Skills Council in the formation of future skills assessments. The report highlights and analyses some of the reasons for the mismatches between the skill requirements of employers and the supply of skilled people generated by education and training providers, learner aspirations and the skill needs of employers, and courses offered by providers and the expectations and needs of learners. Nine recommendations were identified and directed at all partners in the new post-16 education and training arrangements, particularly the Learning and Skills Council. The recommendations are intended to facilitate the cooperative work of the key partners within the legislative framework of the Learning and Skills Council towards the delivery of the post-16 education and training required to address the national training needs identified in the reports of the National Skills Task Force.
