This article contributes to the Centre vs Peripheries discussion through analysis of Finland's development cooperation. In terms of its economic and political links, as well as its cultural and intellectual traditions, Finland is an example of a peripheral country among the industrialised countries of the North. At the same time it is part of the 'Centre' in relation to developing countries, as a 'donor' in development cooperation. The analysis is based on documentary material showing the changing views of the Centre and the thinking prevalent in Finland's support to VET [vocational education and training] in developing countries. Discrepancies found between these two lines of policies reflect the position of Finland along the centre-peripheries dimension.
