Information regarding skill formation in workplaces and the use of post-school education and training products by employers has been identified as an area requiring major research in New Zealand. The New Zealand Department of Labour intends to commission new empirical research aimed at improving the range of information available to inform policy formation on job-related training. The document reports on a project to identify specific policy-related research questions or information needs related to employer training activities that could be effectively addressed by the collection of new information from New Zealand employers. The first section of the report discusses the main policy issues and government interests in job-related training. It summarises the knowledge of the factors affecting government goals for job-related learning, i.e. enhancing the country's productivity, creating learning cultures within workplaces, increasing the number of employment-based training opportunities for school leavers and disadvantaged sectors of the labour force, increasing skill levels and employability for workers, and counteracting learning and motivational barriers for individuals. The section concludes with comments on the supply of affordable, efficient and effective education and training. The following section builds on this base to explore research gaps and arrange key research questions into the areas of skill levels, education and training in enterprises, and participation and learning issues. The author concludes with a discussion of current research, the feasibility of a number of approaches to new research, and the issues involved in identifying priorities and developing a research agenda.
