A significant proportion of vocational training in Australia takes place outside the framework of the national vocational education and training (VET) system. This training is referred to as industry-owned training and the authors suggest that there is a need to identify a conceptual framework that will effectively describe the nature and extent of enterprise training activity. Such a framework will be useful in adequately defining the nature of industry-owned training and its relationship with the formal VET system, and in addressing issues of recognition. The authors use examples of industry-owned training to conceptualise the dimensions of this training and identify issues for further research. They discuss the proposition that VET research has generally ignored the question of 'recognition by whom?' in relation to the dimensions of VET in Australian. It is also argued that any investigation into the effectiveness of training investment requires an examination of the public/private resourcing 'mix' and related issues of equity.
