Vocational education and training (VET) is funded through a range of processes in Australia. Government-funded training is planned through the Australian National Training Authority (ANTA) Ministerial Council and is largely directed towards the attainment of VET awards under the Australian Qualifications Framework (AQF). However, a significant number of training courses are provided outside the ANTA process with funding from industry and, in some cases, by individuals. This training does not generally result in the award of an AQF qualification. This non-award, industry own-purpose training is referred to by the Australian Bureau of Statistics (ABS) as 'training courses' and this paper intends to examine some of the equity and allocative efficiency issues that have arisen from an analysis of data related to training courses and training provided under the ANTA process.
