The Western Training and Enterprise Council (WESTEC) and Learning Partnership West have jointly developed a range of initiatives designed to facilitate the development of key skills in young people within the Modern Apprenticeship framework in the former Avon area of the United Kingdom (UK). This document reports on a research study to explore the importance of key skills, strategies for developing and assessing key skills, and the outcomes for young people taking part in these initiatives. Research was conducted with schools, training suppliers and employers and the report summarises the findings from each of these groups in three major sections. Key skills are defined as communication (oral and written), application of number, information technology, working with others, improving one's own learning and performance, and problem solving. The research aimed to discover how the acquisition of key skills benefits young people and how the benefits can be measured. It also sought to identify and clarify how training suppliers and employers are developing and delivering key skills, and the extent to which key skill initiatives offered by various training providers complement each other.
