This chapter focuses on two assertions about education and labour market organisation in Germany: (1) that Germany has a labour market organised along occupational lines; and (2) that in Germany labour market position is strongly predicted by level and type of education. It begins by setting the context in which the German education/labour market relationship has developed. Three dimensions of labour market outcomes are studied: labour force participation and unemployment; level of prestige obtained in first job; and class position of first job. These outcomes are then related to the educational and social background characteristics of labour force entrants. Changes in these relationships for both men and women during the last decades are examined in light of several major social and economic changes. These changes are: the increasingly higher education of labour market entrants; the increasing labour force participation of women; the transition into an economy where the supply of jobs falls short of the demand for employment; and the transformation of the occupational structure from industrially based to service based.

This chapter begins with a review of earlier research into the linkage between educational credentials and career beginnings, suggesting that this research had concluded that the extent to which occupational destinations depend on occupational origins seems remarkably stable over time and between countries and that constancy, not change, in the strength of this association is the dominant pattern. Next, this particular research study is set in its institutional context in Australia over the period 1965 to 1985. A section follows on data sources and definition variables. The chapter concludes with the findings of the study: that the worsening labour market in the 1970s and 1980s had detrimental effects on the early job status of Australian school leavers; that tertiary qualifications serve to control entry into the service classes of a modern industrial society like Australia; that for blue collar workers formal vocational qualifications govern entry into the aristocracy of labour; and that persons who enter the labour market with no more than the socially required minimum of education are disproportionately likely to start their working lives as semi-skilled or unskilled labourers. One obvious implication of these findings is that lifetime education leading to a vocational qualification should provide an effective class mobility channel for those who failed to obtain one earlier in life.

- The early returns: the transition from school to work in the United States

In this chapter the authors look at the transition from school to work in the United States of America (USA) from a human capital theory perspective. Human capital theory approaches educational stratification from the point of view of investment and returns: young people invest in themselves and their futures by enrolling in education and receive the return on this investment in the labour market. The authors contend that as long as the realities of educational differentiation are not obscured, an investment approach can provide researchers with objective criteria for choosing a basis for their comparisons. Further, the investment perspective makes more sense in the USA than it might elsewhere since in the USA education is undertaken by individuals and there are few institutional ties between educational institutions and employers and unions and few attempts to match the skills taught to the needs of employers. It is suggested that because of the absence of these stable institutional linkages students graduate with little knowledge of the needs of prospective employers, making initial labour market experiences of young adults unstable.

- Qualifications and the allocation process of young men and women in the Swedish labour market

In this chapter the authors examine what status educational credentials have as an allocation criterion in present day Sweden. This is discussed with reference to the allocation agencies and their relationships to the educational system and with reference to features of the educational system itself, since the institutional links between the educational system and the labour market are of great importance. The chapter then looks at the way in which the association between level of education and labour market outcomes is structured by other factors such as social origin, gender, type of education and labour market characteristics. Assumptions about such structuring effects are presented and tested on recent data for young Swedes. A discussion of the main results and findings closes the chapter.

- Occupational returns to education in contemporary Italy

This chapter examines the linkage between educational qualifications and social position of first job and current employment status in Italy from the mid 1950s to the mid 1980s. It is suggested that the work outcomes of individuals are never, in any society, determined solely by intellectual ability and/or professional skill. Even in post-industrial societies, with their high rates of social mobility and educational enrolment, social origin and gender still condition the occupational position both directly, by way of occupational inheritance and the gender segmentation of the labour market, and indirectly by differentiating among educational opportunities.

Beginning with the premise that the role of occupational qualifications varies between societies, the main objective of the book is to identify systematic differences among countries in the relationship between education and occupational outcomes and to relate them to their institutional contexts. The chapter has a section reviewing previous research, a section containing a brief description of the research design, and a section detailing the data collection and analysis process. The conclusion to the chapter reviews the study and its findings, pointing the way for future research.

This chapter explores the experience of Taiwan after the extension of compulsory education from six to nine years in 1968 in order to gain insight into education/labour market linkages. Throughout the research the main concern was to what extent labour market position at entry can be predicted by level and type of education, and how much current employment is conditioned by educational attainment. The policies and practices governing the Taiwanese transition from school to work are outlined and the main issues and hypotheses are described and finally, the results are reported and discussed.

In this chapter the relationship between educational qualifications and class of entry into the labour market in Ireland is examined using data on entrants to the labour market since 1967. The goal of the study is to show how macro-social and institutional factors condition the nature of the link between qualifications and entry class. The chapter begins with an outline of salient institutional features of the Irish educational system and the Irish labour market. Four sets of analyses are reported: (1) the relationship between class origin and education; (2) the relationship between class origin and class of entry; (3) the relationship between education and class of entry; and (4) the relationship between class of entry and the effects of both class origins and education. It is suggested that among both men and women, in general terms, the impact of education is chiefly hierarchical, with employers, in Ireland's slack labour market, using level of educational attainment as a signalling device for 'potential general productivity'.

- Gender and ethnic differences in the transition from school to work in Israel

This chapter examines the pattern of association between educational qualifications and labour market outcomes for men and women in Israel. The effects of academic and vocational qualifications on occupational prestige and class of labour force entry are compared and the relationship between qualifications and unemployment is studied. As well as gender comparisons, ethnic differences and the mechanisms of discrimination in the relationship between educational qualifications and occupational outcomes are also examined. While the results of earlier studies suggest that in Israel primary education carries little weight in the occupational attainment process, the effects of secondary schooling and tertiary education are strong. This study shows that the pattern of the relationship between education and occupational outcomes is more complex, being linear for Jews and exponential for Arabs, reflecting the interaction between discrimination and the benefits of the ethnic enclave.
