This chapter focuses on the current crisis in teaching in New Zealand and examines the issue of teachers’ professionalism from three perspectives: the socio-historical development of teaching and teacher professionalism; recent educational reform in New Zealand and its effect upon conditions of service and morale within teaching; and the views of contemporary teachers about teaching as a profession. Sullivan argues in favour of teachers claiming their own professional status and playing an important role in the development and implementation of effective educational policy.

- Under the new hegemonic alliance: conservatism and educational policy in the United States

This chapter outlines some of the major tensions that are surrounding education in the USA and analyses the conservative social movements that are impacting educational policy and practice. The four major parties of this new conservative alliance are the neo-liberals, the neo-conservatives, the Authoritarian Populists and the Professional New Middle Class. Each has its own relatively autonomous history and dynamics, but together, Apple suggests, they can overcome their internal contradictions and succeed in radically transforming education policy and practice.

This chapter provides an overview of contemporary educational issues in Canada and then focuses on issues that are important to the indigenous peoples of Canada. McAlpine suggests that as a result of the economic downturn and a large government deficit, educational programs are facing funding cutbacks leading to concerns about the quality of learning and teaching, especially for the lower socio-economic and indigenous groups. Issues of concern that are raised are the lack of funding and support for vocational education and the marginalisation of Canada’s indigenous groups. McAlpine presents case studies of three teacher training programs which have been developed with the intention of empowering both the indigenous and mainstream populations: the Kahnawake Education Centre, the Cree School Board and the Kativik School Board of Northern Quebec.

This chapter looks at Japan’s educational system and the educational reforms that have taken place in the 1980s and 1990s as Japan tries to address issues and challenges that arise as a result of globalisation. The education system that has emerged is one that isn’t as competitive, is more humane for Japanese pupils, is based on the principle of learning for life, and is anticipative of Japan’s future needs in terms of information technology and internationalisation.

This chapter describes a teacher training project that was sponsored by McGill University of Montreal, Canada, The Pontifical Catholic University of Lima, Peru and the Higher Institute of Technology and Pedagogy, Urubama, Peru. Key issues covered include aims and objectives of education; curriculum development; access and equity; assessment, examination and educational achievement; and cultural and social impacts. The effect of globalisation on education and change in the Pacific Rim is discussed. - Judging education: implications of the Canadian Charter of Rights and Freedoms

This chapter outlines the recent developments in the relationship between education and law in Canada as a result of the introduction of the Canadian Charter of Rights and Freedoms. The charter has given rise to human rights challenges in education (in terms of freedom of religion and speech, legal rights, equality rights, minority language rights and separate schools) and has resulted in changes within schools and school systems. Black-Branch categorises these changes under three mains headings: judicial changes, symbolic changes and de facto changes. He concludes by claiming that the Canadian judiciary is making liberal rulings to change the education system to accommodate minority educational provisions but remains conservative in other rulings that uphold state control over education. The Charter, he argues, has become a powerful tool for changing education, but only where there is political support.

This chapter looks at the commonalities and differences among the four countries known as the Little Asian Tigers in the context of their economic and educational development. The first part of the chapter focuses on identifying and characterising the Asian Tigers as economies and polities while the second part focuses on their educational systems and educational policies.
