This article analyses the various approaches to funding continuing vocational training (CVT) in nine member states of the European Union. The data confirm the heterogeneity of the funding structures in the member states, but also that there seems to be a move away from the state-led funding towards demand-led regulation, albeit data from the last 15 years indicates increases in both government, enterprise and household expenditure. It is likely, however, that the future will see a further increase in the distribution of costs between the three primary stakeholders, since they will all seek to reduce costs and look for alternative funding possibilities.
