This paper considers widening participation in Further Education (FE). Barriers of class, gender, ethnicity and poverty continue to stand in the way of the development of a learning society with a comprehensive post-school education and training system. The question of who participates is one of the key questions. Mass participation in learning is an essential ingredient for a fulfilled life for individual men and women, a successful and developing economy and a participative economy. A number of areas are explored in this document including the concept of the learning community, why participation should be widened, targeting of groups, funding and future directions.
