This unpublished paper outlines some key features of the recent history of education in South Africa and describes current developments in further education and training in the province of Kwazulu-Natal. The following aspects of likely future development are then considered: curriculum guidelines, capacity-building for staff, the need for pilot projects and some possibilities, one approach to drawing up a provincial plan and some underlying tensions.
