This document outlines a five year plan for the development of education and research under the responsibility of the Ministry of Education in Finland. The fundamental aim of this development plan is to facilitate know-how and knowledge which equitably benefits all regions of the country and enables Finland to use knowledge to create new innovations and to promote social development and economic competitiveness. The plan aims to provide equal opportunity for education and training for all citizens in accordance with the principles of lifelong learning. It also aims to secure, by a joint public and private sector effort, an input into research and development (R&D) which enables the present level of overall R&D input to be maintained. In addition, the plan aims to ensure equal and high-standard basic education. The implementation of the objectives set in the development plan will be monitored and evaluated annually. The first section describes the principles upon which the plan is based. The next section contains development strategies for various aspects of education and research including information technology in teaching and research, lifelong learning, international cooperation, teachers' initial and further education, and evaluation of education and research. The final section details the development of the education and research systems including levels of education from pre-primary through to higher education, adult education and training, vocational education and training, universities and scientific research, and student financial aid.
