AGORA-IV: the low-skilled on the European labour market, prospects and policy options: towards a minimum learning platform, Thessaloniki, 29-30 October 1998

The Agora Thessaloniki project aims to provide a meeting point and channel of communication for those involved in vocational education and training (VET), namely practitioners, employers and their associations, workers and unions, governments and researchers. This report describes Agora IV, which had the aim of gauging the reactions of employer and employee representatives and of representatives of national governments and the European Commission to the Newskills project, which examines the employment prospects of those with a low level of formal education in Europe and aims to raise awareness of the importance of a minimum learning platform after consultation with the social partners. Participants from all constituencies represented at the meeting expressed support for the concept and supported the proposal that individual European countries should move towards defining the content and delivery that they considered appropriate.
