Creating coherent workforce preparation systems from the quagmire of education and job training

This issue of ‘Centerfocus’ is based in part on two publications by the author which summarise extensive research by the National Center for Research in Vocational Education (NCRVE) - see TD/INT 58.352 for ‘Working in the middle: strengthening education and training for the mid-skilled labor force’. In this paper, the author addresses the lack of coherence in workforce preparation systems in light of government deliberations over the consolidation of funding for vocational education, job training and adult education, all part of workforce preparation. He draws attention to the problems caused by the separation of job training from education and, as a contribution to the reform of the workforce preparation system, proposes a vision for a new system based on programs organised into a progression or ‘ladder’ of increasing sophistication and skill. This vision is able to build upon principles already in place within the School-to-Work Opportunities Act of 1994.
