This article describes a project undertaken by the Commonwealth of Learning to develop a curriculum to meet the pedagogical training needs of technical and vocational education and training (TVET) teachers across the Caribbean region. The program was required to be modular and flexible, independent of the more sophisticated forms of technology, and applicable across a number of small island states.
