Designing work for creative people: best practice in human resource planning and management: project report

This report sets out the findings of a project conducted by the Wodonga Institute of TAFE's Educational development Services (EDS) and Effective Change which aimed to define and demonstrate Best Practice Work Organisation and Human Resource Planning for vocational educational and training (VET). The report provides an introduction to Best Practice and its application to the VET sector, and in particular to Human Resource Planning and Management. The report examines how Best Practice may be demonstrated and describes the findings concerning what constitutes Best Practice in this field. It divides Best Practice in Human Resource Planning and management into five key processes; staff selection and matching, work organisation and job design, professional development, recognition and rewards, and participative decision making. Goals have been formulated for each area, identifying Critical Success Factors and suggested Performance Indicators to measure the extent to which Best Practice is demonstrated. Key issue are also identified and summarised. Within the report there are also case studies which highlight successful approaches used by EDS and the project benchmarking partners. There is also a book 'Designing work for creative people: human resource planning and management: professional development package' that accompanies this folder. It documents key findings on Best Practice and is designed to enable other organisations from this research. Part 1 'The road to Best Practice' sets out the theories of Best Practice and outlines a process for identifying practices that contribute most to effective Human Resource Planning and Management. Part 2 'Getting started' looks at the way an organisation may be interested in Best Practice in the human resource area. It covers the steps of determining rationale and setting a framework. Part 3 'How do we compare?' suggests some ways of determining how organisations perform in the human resource area. Part 4 'Continuous improvement' explores the role of continuous improvement and how these practices impact on business.
