This article is part of the Full Employment Project undertaken at Melbourne University under the direction of John Freebairn. It uses data from the first wave of the Survey of Employment and Unemployment Patterns to estimate the effect of Australian labour market programs on labour market outcomes in terms of labour force participation and employment. It is the first such micro-economic evaluation of these programs outside of the Department of Education, Employment, Training and Youth Affairs' (DEETYA's) post-program monitoring system and allows for far greater controls for individual characteristics. Participation in wage subsidy and employment training programs are found to have a positive impact on the likelihood of being employed. A fair degree of correspondence is found with DEETYA's evaluations, however these results suggest that employment training programs have a more positive effect on outcomes than indicated by the post-program monitoring data.
