Role and impact of flexible delivery of VET

This paper considers flexible delivery in two contexts connected to the future: the more familiar context of VET reform and development; in the context of lifelong learning in a learning society. It is contended that less has been achieved than had been hoped in 1992 in VET reform and flexible delivery, with some significant exceptions, remains in a marginal position with regard to mainstream VET provision.
