Reforms by the Commonwealth Government to vocational education and training (VET) in Australia, and how they contribute to developing an effective and responsive training market, are examined in this keynote address which was presented at the conference organised by the National Centre for Vocational Education Research (NCVER) entitled 'The market for vocational education and training: who pays, who profits?' held in Adelaide, Australia, 28-30 July 1997. The importance of a quality, national training system (built into all industries) is affirmed. The training market, a central feature of policy, is discussed.
