In 1997 the National Electrical Contractors Association (NECA) was commissioned by the Victorian State Training Board, acting on behalf of the Australian National Training Authority (ANTA), to conduct a project which would examine the barriers to the employment of apprentices in the Electrical, Electronic and Communications (EEC) industry in Australia. It was intended that the project should consider reform options for industry training and formulate strategies and processes to overcome these barriers. This publications contains a report of the project, findings and recommendations, and a training model for the future. An appendix contains statistical tables.
