Good pathways, solid learning foundations, safety nets for those who drop out, youth friendly labour markets, and active cooperation between employers, unions and governments, as well as between the different arms and levels of government, appear to be some of the key ingredients for successful transition policies. Recent reforms to upper secondary education in Norway are used as a case study of these policies.
