This report forms the starting point for a program of research conducted by the Research Centre for Vocational Education and Training (RCVET) at the University of Technology, Sydney (UTS) into vocational education and training (VET) in the specific context of small business. It reviews the the current limited state of knowledge of learning and training in small business and raises issues that point the way to further research intended to provide advice to small business on how to maximise learning and to inform the policy debate on workplace learning and the role of VET systems and providers.
