Evaluation of the network elements of TAP: training for Aboriginals and Torres Strait Islanders

This report presents the findings of the evaluation of the Network Elements of the Training for Aboriginals and Torres Strait Islanders Program (TAP), focusing on the two major Network Elements of TAP, Job Skills Development (JSD) and Work Experience (WE). The evaluation was conducted in four separate stages: a survey of former JSD and WE participants; a survey of officers of the Department of Employment, Education and training (DEET) who administer the program; an analysis of administrative data and data from the population census conducted by the Australian Bureau of Statistics (ABS); and case studies of trainees/employees and employers. The evaluation identified a number of areas where the program elements have been particularly successful. It also identified areas that could be modified to improve post program outcomes and the achievement of objectives and also to target resources more successfully.
