Industry advice on training: but at what price?

This brief paper comments on the lack of real success arising from mechanisms for government to get advice from industry on training matters. It is contended that the reasons for this are: governments cannot decide what advice they want; industry cannot agree how to provide it; and bureaucrats don't know what to do with it when they get it.
